Please be informed that an Internal Compliance Program ("ICP") is a prerequisite for Malaysian companies that wish to avail themselves of bulk and multiple-use permits under the STA 2010. The ICP is a set of procedures that a company must satisfy before export and transshipment activities being taken to ensure that the transactions satisfy the export control regulations enacted by the government. The ICP is a commitment taken by companies to voluntarily support the authorities by ensuring that internal controls and procedures are in place that safeguards the companies from being taken advantage by proliferators of Weapons of Mass Destruction (WMD). Please find attached the ICP Guideline and ICP Checklist in order for companies to apply for bulk and multiple-use permits. For further information, please contact the Strategic Trade Secretariat at the Ministry of International Trade and Industry by email at This e-mail address is being protected from spambots.
